Our peering policy is as follows:

We require that peers submit path information to http://www.top1000.org/.
No feeds to dynamic ip adresses or residential cable / dsl.
Real time feeds only.
No binaries.
We are especially interested in peers from countries where we do not yet have peers from.
You should already have a couple of feeds.
We prefer peers in the top 1000.
